Beginning on August 15, 2017, Cause +Effect Progressive Film Festival will accept 2-15 minute films about poverty, homelessness, river pollution, gun violence and any other issue that affects Georgians. The festival is free to enter and the winning filmmaker will receive $1,000 cash and screen at the November festival in Athens.

The 2016 finalist “Guilt,” directed by Bryan Tan, takes on the issues of the bystander effect and victim blaming. In the film, Katherine and her friends are dealing with their complicity after they witness something terrible happen to a woman, without trying to stop it.
Tan’s short narrative drama forces viewers to examine the times they’ve been complicit in their own life. The film’s drama centers around the guilt Katherine feels because of her lack of action. Her three friends spend most of the film trying to convince her that she’s not to blame; some blame the circumstance and some blame the victim.
In fact, the Bystander Effect is still alive and well. Since being named by psychologists after a murder where there were thought to be 38 witnesses who didn’t act, there have been many murders and deaths where no one has done anything. The Guardian describes it not as an issue of peer pressure or group thinking but as an issue of apathy. “Action over apathy is the greater struggle and more difficult choice, but it does sometimes prevail.”
